What is a major hazard site?

In the UK, we have some sites that contain significant amounts of flammable or explosive substances. These are known as Control of Major Accident Hazards (COMAH) sites. There are two types of COMAH sites, “upper tier” sites which hold large quantities of these hazardous materials, and “lower tier” sites which hold smaller quantities.

The operators of these sites have a legal duty to prevent accidents happening and to mitigate any potential impacts. These sites are also closely monitored by the Health and Safety Executive who ensure that standards, codes of practice, and guidance are met. While these sites are closely monitored, there is always a risk of accidental fire, explosion or chemical release.

Around every COMAH site is an area identified as the Public Information Zone (PIZ). If you live within the PIZ, the site operator will provide you with an information leaflet which will tell you how you will be notified about an incident and what you should do in the first instance.

What does the Local Resilience Forum do to prepare?

Under the COMAH regulations, Local Authorities are required to write Emergency Plans for each COMAH site, which are trained and exercised at least every three years by multi-agency partners. Regular meetings are also held with multi-agency partners and site operators. Other responding agencies such as Hampshire and Isle of Wight Fire and Rescue Service also have specific arrangements in place for each site.
