What is a Local Resilience Forum?

In 2004 the Government created the Civil Contingencies Act, which sets out what organisations should do before, during and after emergencies. This act lead to the creation of 42 Local Resilience Forums (LRF) across England. These forums were created to support organisations to work together during emergencies to:

  • Prepare
  • Respond
  • Recover 

To do this, the LRF creates, maintains and tests emergency plans and procedures for major incidents. This prepares all our organisations to respond to an emergency in a joined up way. This helps the members of the LRF to meet their duties specified under the Civil Contingencies Act.

Under the civil contingencies act, LRF’s have 7 statutory duties:

  • Cooperation
  • Information sharing
  • Risk assessment
  • Business continuity management
  • Emergency planning
  • Warning, informing and advising the public
  • Providing businesses continuity advice (local authority duty only)

These duties and roles are carried out by different organisations within the LRF.

Responder Categories within the LRF

Within the Hampshire and Isle of Wight LRF there are 3 different types of organisations. Click on each of the responder categories below to learn about the different roles they have in the LRF.

Category 1

Category 1 responders are organisations that are core to the emergency response. These include:

  • Blue Light Services (Ambulance, Fire and Police)
  • Local Authorities (County Council, City Councils, Borough Councils)
  • NHS organisations

They are required under the Civil Contingencies Act to:

  • assess the risk of emergencies occurring and use this to inform contingency planning
  • put in place emergency plans
  • put in place business continuity management arrangements
  • put in place arrangements to make information available to the public about civil protection matters and maintain arrangements to warn, inform and advise the public in the event of an emergency
  • share information with other local responders to enhance co-ordination
  • co-operate with other local responders to enhance co-ordination and efficiency
  • provide advice and assistance to businesses and voluntary organisations about business continuity management (local authorities only)
Category 2

Category 2 organisations are ‘co-operating bodies’. They are less likely to be involved in the heart of planning work, but will be heavily involved in incidents that affect their own sector. They include:

  • The Health and Safety Executive
  • Transport organisations
  • Utility companies

Category 2 responders have a lesser set of duties:

  • Co-operating and sharing relevant information with other Category 1 and 2 responders.
Voluntary Agencies

The LRF is also supported by voluntary agencies. These partners assist and support the response and recovery of the Category 1 and 2 responders and are well imbedded in the multi-agency landscape.

The voluntary organisations are divided into three operational tiers:

  • Tier 1 – Emergency Responding Voluntary Sector Organisation
  • Tier 2 – Supporting Voluntary Sector Organisations
  • Tier 3 – Infrastructure organisations
